Brief Analytical Note
To the extent that Usystems Power Limited studied the issues of obtaining investments from Western financial institutions, we know the following facts that make it difficult or preventing the receipt of funds. As far as complications are concerned, this is the most relevant:
- sometimes the lack of clearly designated priority on the part of the Ukrainian state regarding the proposed project for the current moment, the validity of its urgency regarding other such projects, and the lack of readiness to insure the risks of this particular project
- sometimes the lack of deep details of the project in all its aspects (the terms of payback, profitability, etc.)
- sometimes the absence of a risk insurance mechanism for the general contractor (ransom equipment produced for an object that ceased to exist as a result of hostilities and similar situations) Country risks (political, military), in principle, can be insured by export-credit agencies, but if a general contractor is a company from Ukraine, then its potential bankruptcy (for any of the reasons) is not the subject of an export-credit agency. The involvement of Ukrainian state banks to finance such projects on preferential conditions with re-offering from international organizations would strengthen the general concept. But this is more concerned with the case with the local, Ukrainian general contractor.
